A 16-year-old driver is facing charges after a fatal crash on Highway 21 claimed the lives of a woman and her dog.

The Effingham County Sheriff’s Office Traffic Unit has completed its investigation into the June 17 incident that killed Laura Devisscher and her dog, Bella, in Springfield.

Just the Facts:

• The crash occurred on Highway 21 at McCall Road, with the teen reportedly driving over 100 mph.

• Charges will be filed in Juvenile Court, including Homicide by Vehicle in the First Degree, Reckless Driving, Class D License Restrictions, No Seat Belt, and Cruelty to Animals.

• Because the driver is a minor, their name will not be released.

What’s Next: Charges are set to proceed in the Juvenile Court of Effingham County.
