What is Crossover Day: The Georgia General Assembly meets for 40 legislative (voting) days each year. Legislative Day 28 is crossover day. This is the last day that a bill can be passed in one chamber in order to be sent to the next chamber. Bills that don't get a floor vote by crossover day won't be passed this session.

The Players: State Rep. Betty Price, of Roswell, was caught on video admitting something voters have long assumed about state politics, but didn't necessarily want to hear from a lawmaker. She was in an elevator talking to Mary Carol Harsch, the widow of John Harsch, who was killed by a distracted driver while cycling with a group of friends. Harsch's friend recorded the exchange.

The Gist: Two DeKalb lawmakers have introduced a bill that would dramatically change DeKalb County's form of government by eliminating the county's unique CEO position. The bill was introduced Wednesday, and unlike prior attempts to change the county's CEO structure, this was introduced as a general bill instead of a local bill. Democratic members of the DeKalb delegation say they were not informed the bill was going to be introduced. The bill is being fast-tracked in an effort to beat the legislature's 40 day clock. For a bill to pass, it must move from one chamber to the other by crossover day, on Feb. 28.
