The City of Brookhaven has finalized an agreement to acquire the former DeKalb Services Center building, marking the last step in the city’s full control of Brookhaven Park. The move comes as Claratel Behavioral Health, which operates in the building, prepares to relocate to a new facility with improved amenities.
“This is a win-win,” Mayor John Park said. “It’s a win for Claratel and the people they serve, and it’s a win for the Brookhaven residents that enjoy Brookhaven Park.”
The agreement follows a 2022 deal between Brookhaven and DeKalb County, in which the county transferred ownership of the eastern portion of Brookhaven Park to the city but retained the building for Claratel’s use. The organization, formerly known as the DeKalb Community Service Board, provides programs for adults with developmental disabilities, including workforce training and community integration.
To support Claratel’s transition, Brookhaven transferred $5 million to the organization, and Claratel will vacate the building within 60 days. The City Council has allocated $500,000 to demolish the structure once it is empty, though no immediate redevelopment plans are in place.
Brookhaven has made several improvements to Brookhaven Park since acquiring its front half in 2022. In 2024, the park reopened with a new playground, a dog park with a splash pad, expanded parking, and new community amenities.
