{"id":15256,"date":"2020-05-11T09:51:52","date_gmt":"2020-05-11T13:51:52","guid":{"rendered":"https:\/\/www.thegeorgiasun.com\/?p=15256"},"modified":"2023-09-24T15:45:25","modified_gmt":"2023-09-24T19:45:25","slug":"in-georgia-80-of-those-hospitalized-for-coronavirus-are-black","status":"publish","type":"post","link":"https:\/\/thegeorgiasun.com\/?p=15256","title":{"rendered":"In Georgia 80% of those hospitalized for coronavirus are black"},"content":{"rendered":"\n<p>New data showing COVID-19 is hitting black Georgians far harder than others is sparking an outcry among state leaders.<\/p>\n\n\n\n<p>Some politicians and activists are calling for bold reforms at the federal and state levels to redress long-standing inequities that continue to lead to disparate outcomes for people of color.<\/p>\n\n\n\n<p>\u201cWe\u2019re going to have to go a lot further,\u201d Rep. Hank Johnson told the&nbsp;<em>Recorder<\/em>&nbsp;in an interview.<\/p>\n\n\n\n<p>The calls come as a <a href=\"https:\/\/thegeorgiasun.com\/2020\/05\/08\/high-ranking-georgia-lawmaker-says-now-is-the-time-to-act-on-hate-crimes-amid-ahmaud-arbery-shooting\/\" class=\"rank-math-link\">video of the killing <\/a>of an unarmed black man\u00a0<a href=\"https:\/\/georgiarecorder.com\/2020\/05\/07\/viral-video-of-brunswicks-black-jogger-shooting-spurs-investigation-outrage\/\">went viral<\/a>, flaring racial tensions in the state and across the nation. The video showed the February shooting of Ahmaud Arbery, a 25-year-old who was jogging in the suburban Glynn County neighborhood. He was confronted at the time by two white men with guns in a pickup truck, who were later\u00a0<a href=\"https:\/\/www.cbsnews.com\/news\/ahmaud-arbery-gregory-travis-mcmichael-arrested-charged-murder\/\">charged<\/a>\u00a0with his murder soon after the Georgia Bureau of Investigation took on the case last week.\u00a0<\/p>\n\n\n\n<p>African Americans comprise about<a href=\"https:\/\/www.census.gov\/quickfacts\/fact\/table\/GA\/RHI225218#RHI225218\">&nbsp;one-third<\/a>&nbsp;of Georgia\u2019s population but make up more than four-fifths of hospital patients with COVID-19, according to a<a href=\"https:\/\/www.cdc.gov\/mmwr\/volumes\/69\/wr\/pdfs\/mm6918e1-H.pdf?deliveryName=USCDC_921-DM26922\">&nbsp;study<\/a>&nbsp;released at the end of April by the U.S. Centers for Disease Control and Prevention. Of 305 patients surveyed in eight Georgia hospitals, 247 \u2014 more than 80 percent \u2014 were black, the study found.<\/p>\n\n\n\n<p>In Georgia and other states, black Americans are<a href=\"https:\/\/www.apmresearchlab.org\/covid\/deaths-by-race\">&nbsp;dying<\/a>&nbsp;from COVID-19 in disproportionate numbers, according to APM Research Lab.<\/p>\n\n\n\n<p>\u201cWhen white people get a cold, black people get COVID-19,\u201d said Nathaniel Smith, founder of the Partnership for Southern Equity in <a class=\"wpil_keyword_link\" href=\"\/city\/Atlanta\"   title=\"Atlanta\" data-wpil-keyword-link=\"linked\">Atlanta<\/a> \u2014 tweaking the adage that black people catch pneumonia when white people catch a cold. \u201cWe have to change that,\u201d he said.<\/p>\n\n\n\n<p>He and others pointed blame at historic and structural inequities.&nbsp;<\/p>\n\n\n\n<p>\u201cIt\u2019s not because we are more susceptible to the coronavirus that we are being hospitalized and dying,\u201d Johnson said at a Congressional Progressive Caucus<a href=\"https:\/\/www.facebook.com\/USProgressives\/videos\/vb.179448285424237\/1722077167932378\/?type=2&amp;theater\">&nbsp;hearing<\/a>&nbsp;this month on racial disparities amid the pandemic. \u201cIt\u2019s because of the legacy of pervasive, systematic and systemic racism that is grounded in the soil of America.\u201d<\/p>\n\n\n\n<p>State Sen. Nikema Williams, chair of the Georgia Democratic Party, agreed. \u201cThis didn\u2019t just start with the coronavirus,\u201d she said on a press call. \u201cIt has only put a spotlight on what has always existed in our communities.\u201d<\/p>\n\n\n\n<p>Black people are<a href=\"https:\/\/www.washingtonpost.com\/politics\/2020\/04\/10\/4-reasons-coronavirus-is-hitting-black-communities-so-hard\/\">&nbsp;more likely<\/a>&nbsp;to have underlying health conditions, and less access to care. And the health care system is biased against them, Johnson said, citing studies that show African Americans are less likely to receive prescription pain medicine than white people and are \u201cspoken to\u201d rather than \u201clistened to\u201d by providers. He also noted mistrust of the system in the black community due to past abuses, which impedes access to care and treatment.<\/p>\n\n\n\n<p>Black people face other forms of structural inequity that put them at high risk. They are more likely to<a href=\"https:\/\/talkpoverty.org\/basics\/\">&nbsp;live in poverty<\/a>&nbsp;than whites or Latinos, according to the Center for American Progress. And they have higher unemployment rates, fewer job opportunities, lower pay and greater job instability as a result of discrimination and racism, the center reports.<\/p>\n\n\n\n<p><strong>\u2018A lot to do\u2019<\/strong><\/p>\n\n\n\n<p>The federal government has approved nearly $3 trillion so far in response to the pandemic, including $60 billion for loans to businesses in underserved communities. The funds were approved amid<a href=\"https:\/\/www.cbsnews.com\/news\/paycheck-protection-program-minority-owned-small-businesses-loans-senate\/\">&nbsp;reports<\/a>&nbsp;that minorities and others were being denied federal loans.<\/p>\n\n\n\n<p>Congress authorized money for mobile testing, which Johnson said was a priority of the Congressional Black Caucus. And it has approved provisions to protect credit scores and provide some rent abatement and mortgage relief, Johnson said Tuesday&nbsp;during a Georgia Legislative Black Caucus virtual town hall meeting.<\/p>\n\n\n\n<p>But he and others called for more action at the federal and state levels.&nbsp;<\/p>\n\n\n\n<p>Williams and other state lawmakers called on&nbsp;GOP Gov. Brian Kemp to fully expand Medicaid so more low-income people have access to health care during and after the pandemic.&nbsp;<\/p>\n\n\n\n<p>And they said Kemp should reconsider his decision to reopen the state\u2019s economy.<\/p>\n\n\n\n<p>Black Georgians are \u201cbetween a rock and a hard place\u201d because they are now forced to choose between their income and their health, state Rep. William Boddie said.<\/p>\n\n\n\n<p>At the federal level,&nbsp;Johnson called for \u201cstrong support\u201d for essential workers in the next round of coronavirus legislation, which he said could come this month.&nbsp;And he wants to boost funding for federal food benefits, strengthen pension support, expand unemployment insurance and direct payments for individuals, and aid state and local governments.&nbsp;<\/p>\n\n\n\n<p>\u201cWe have a lot to do,\u201d he said.<\/p>\n\n\n\n<p>The Congressional Black Caucus is pushing for a long-term comprehensive strategy to address underlying health problems and disparities and to fully fund the Office of Minority Health at the U.S. Office of Health and Human Services.&nbsp;<\/p>\n\n\n\n<p>Caucus members also want more complete data, concentrated testing in black communities and free personal protective equipment for essential workers, Johnson spokesman Andy Phelan said. They also want more&nbsp;resources for community- and faith-based organizations and stronger federal partnerships with schools and organizations serving black communities, he said.<\/p>\n\n\n\n<p>The Partnership for Southern Equity, meanwhile, is calling for a<a href=\"https:\/\/www.biologicaldiversity.org\/programs\/energy-justice\/pdfs\/2020-4-13_Signon-Letter-re-Coronavirus-and-Utility-Shutoff.pdf\">&nbsp;nationwide moratorium<\/a>&nbsp;on shutoffs of utilities such as electricity, water, and broadband internet, among other things.<\/p>\n\n\n\n<p>Ultimately, though, creating a more equitable system will require the \u201crevolution of values\u201d that Martin Luther King Jr. called for long ago, said Smith of the&nbsp;Partnership for Southern Equity.&nbsp;&nbsp;<\/p>\n\n\n\n<p>\u201cAt the end of the day, we can\u2019t afford to go back to the way things were,\u201d he said. \u201cRegardless of what Congress does \u2026 if you\u2019re utilizing an inequitable system in order to push those dollars out, then we\u2019re going to continue to have the inequitable outcomes that we see.\u201d<\/p>\n\n\n\n\n","protected":false},"excerpt":{"rendered":"<p>New data showing COVID-19 is hitting black Georgians far harder than others is sparking an outcry among state leaders.
